Usually said "Tax Haven" is a charity or NGO where they park their stocks and 98% of their wealth (giving it all to charity), and then take a modest salary of a million or something to run said charity while using the charity assets to fund their day-to-day expenses in the guise of philanthropic work, 'fundraiser' parties, museum showings and so on.
They still end up paying taxes on any income and any salaries for the people who manage their companies (which the charity still owns), and their charities.
