Powerline works with Skywire. Pretty much anything can be used for networking. The key to Skywire is the software and infrastructure.

Powerline tech doesn't work through transformers and other power infrastructure, but you could totally wire up an apartment complex on powerline and make the endpoint Skywire.

Even if you could do it through a neighborhood, that puts your internet connection at the mercy of a power company. Ideally people will hook up their miners/antennas to battery backups, making the internet resistant to power flickers and outages.
