It already is, it's just send and done. Every upgrade will make it easier to understand, but usage is fairly simple.

If your speaking the same scenario, it is easily preventable by having physical cash. Not everyone has access or understands digital currency. People would severely panic if they could not be able to do basic survival purchases.
Everything being digital and controlled is wrong on several levels, it creates more problems than it can solve.
