queen of swords represents mental/psychological balance and authority. underneath: three of coins, 4 of coins. perhaps a period of difficulty or instability, which has since calmed down, led to or is leading to a more stable and prosperous state.

finally, temperance- a picture of an angel, representing balance and stability. our material world is split into opposing elements- light/darkness, hot/cold, good/bad, particle/wave. but balance- which changes all the time and requires wisdom to maintain- is divine.
underneath Temperance is 3 of wands- difficult growth and instability. maintaining balance is tough and requires vigilance. it's not a state that, once achieved, stays that way. it requires energy and focus to maintain.
