Leaving it out will expose it to more sulfides over time, so better put it back in the capsule.
Personally I'd rather .900 coins since they don't tarnish or scratch as easily, but all the silver bullion is .999 or better. And old coins like pic cost more to buy, and it's not clear what the resale amount will be (with .999 you can expect spot or maybe a little better), or how liquid they'll be.
Gold is a little better in this regard, because many people trade old .900 or modern 22K coins, and the liquidity and value are well-established.

Also tell him to diversify, don't sink in the $100k into crypto as hit has never endured real recession, buy silver, buy gold

Seems like there were some small troubles in the LMU world back in those days. France and Switzerland temporarily refusing to honor each other's silver coins. Belgium being forced to use a "lesser" metal in one of their colonies (Congo). But despite that, the LMU will go on.
The rest gets confusing as they reference a different article and mention some legal background, but I'm not familiar with the context.

In France, the cash transaction limit is 300 euros, and you can't buy from precious metal dealers AT ALL in any quantity whatsoever in cash (including the post office and their shitty overpriced coins). Also you can't deposit more than a tiny amount of cash without the bank trying to audit your ass. This is all allegedly to combat money laundering and terrorism, where "terrorism" of course means anything that's a threat to the central banking cartel.
