yes
before it had a centrally planned monetary policy
they changed it dozens of times
but at least after the 72% premine they had a fair mechanism to distribute new coins (proof of work)
now they also remove the remaining "fair" part and the preminers can just get a permanent privilege of minting themselves new supply with zero extra work
