The real question is why is February 28 days instead of making it 30 days while reducing two 31 day months to 30 days?

Then we would have five months with 31 days and seven months with 30 days.

Or better yet, make all months exactly 30 days and make up for more days every leap year. Can make it into a global holiday at the end of July, a great multi-day celebration every 4th year.
