That's not QUITE a lie on his part. The truth is the recession is happening regardless. It would happen if he cut back to zero. It would happen if he used the forbidden technique (negative rates). Once it starts for real it doesn't stop until it runs its course. Right now the Fed has to hike to try to put some kind of brake on runaway inflation. They have no choice on this. So in that sense he isn't exactly trying to induce a recession.
