Taxing the rich makes it seem like you care about the poor as it's meant to return to them, in reality it's not that different and the poor get the shaft but they don't rebel. Tax the poor too hard and their numbers will matter, unless if they have mentally impoverished enough to not be able to rebel in any practical way. However that's hard to pull of in democracies
