Strange, eh? A couple of factors seem to go into that. It's the same frosty bright as the background, so it it turns out bright. I'm not sure, but the frosted grain might be finer, too - making it more reflective. The big thing though, the letters are formed very slightly stamped into a flattened band of proof - the sloped edge between the frosted letters and the proof is therefore very much shorter than any other boundary area. The effect is then a sharp contrast between bright and dark, which gives an almost edited look. It really makes the "Liberty:" stand out.
