In a world with the internet that tactic doesn't really work anymore. People can and do apply to jobs all across the country and even outside the country. Hell linkedin displays the number of applicants that applied for jobs. Anyone on the fence about this can literally just confirm for themselves how "plentiful" engineering jobs are by searching for those jobs and seeing the number of applicants.
