Black culture and victimisation are a plague to America's black community.
Im not black but I'm a maghrebian who was born and raised in France, and maghrebians / arabs in France are pretty much comparable to black people in the US, same stereotypes (drug dealers and thieves, absent dads and culturally incompatible blablabla) so I think I can make my own conclusion on this based on what I experienced.

When you grow up as an arab or marghebian in France, people will only see that in you, that's all you are to their eyes, if you're behaved and well manered, you're not seen as equal, you're just "one of the good ones", otherwise if you fuck around and piss people off ONCE it's immediatly justified by your race and all of the other aspects of your life or personnality, so as a kid you have a hard time being friends with white people as you grow up (very young kids usually dont give a shit, but once you reach highschool it's over unless you're "one of the good ones").

Something that sticks with arabs in France and I presume with blacks in the US is the fact that since they're mostly all coming from poor and deteriorated neigbourhood and that they can not escape being seen as their race first, they end up developing their own contrarian culture, and justify themselves destroying things around them as a way to get revenge against their country.
A whole culture develops from that, from sports with soccer in France and basketball in the US that can be easily played for cheap (you just need a ball and a goal / basket) in their shitty abandoned neigbourhoods, violent fights due to literal boredom and out of need to feel something, as well as drug dealing as a way to either escape reality or make money since no one would want to employ them.
Dads are usually not present at all so the older guys in the "hood" immediatly become a role model for the city's kids and from that a shitty ecosystem is born and it's very hard to break it all apart.
