Ever since the 1970s the Euros have been trying to get out from under the boot of the USD. Recently they've been not only buying gold, but the banks there have been moving it around so that every bank has roughly equitable amounts of gold on hand. That way it won't be perceived as 'unfair' should they all move to a gold backed system where the currencies are different again (no more Euro) but can still be easily interchanged since they share a peg. Additionally the EU has identified silver as a strategic commodity and made it a priority to gather it up.

The US sits on top of several Latin American nations with the richest silver deposits on earth, in addition to its own fairly rich reserves. When the USD dies, the new world countries are going to be sitting on the largest untapped metal reserves in the world, and will have every reason to get on board with big daddy USA and their new silver dollar.

Well, I think that some government or coalition of governments will try your idea sooner than later. Just due a transfer/reckoning of physical metal holdings at the end of the month/quarter, and you can move decimal amounts of metal rapidly with crypto wallets tied to the mass of metal you have vaulted.
