It's called 'capital flight'. If China was so economically healthy, surly they'd rather invest in China. The same thing happened when japan's economy plateaued. The Japs were buying up things like Rockefeller Center, and everyone was panicking

It was really just Japanese insiders, who knew that there were no good investments in Japan; so they were getting their money out.

China is different in that their capital flight isn't always about the economy. Often, capital flight is the result of rich chinks fearing that they will be the target of another "anti-corruption campaign" (i.e. political purge for Xi to consolidate power within his own patronage network).
