When I'm working on a project with some people and have some stuff I want them to do and I ask them to do it and they do nothing, what's the best course of action? Am I just doomed to be treated like this or is there some social hack I'm not seeing?

The best option is to go through the stuff in our weekly meetings, although this isn't the best use of time. It should be stuff they do on their own.

It feels like there's some level of conscientiousness that I have that normies just don't have.
