So the entire float needs to be DRSed to keep them from doing this? My fear is that either CS won't or can't allow 300 million DRS and they just continue to rehypothecate ad infinitum. The other part is Citadel and naked shorting will mean they can essentially print their own shares for trading even if the float is locked. Am I dumb?
