Winter: Use more than is imported, empty storage.

To satisfy the *current* (Summer) demand we can do with probably 50% lower imports from Russia. But it would spell horrific shortage come Winter since our storage would be empty. So with Russia cutting pipeline flows 15% or 40% they don't cause an immediate shortage, but they increase their leverage with every day that passes where we can't stockpile gas for Winter.
