While I agree police definitely do fucked up shit to foreigners in the Philippines, I havent heard it happen much to whites.
White people are basically cherished and protected (and exploited); but rarely harmed. If you stick to the catholic parts of the country.
I am jelly though, I think my next trip will be Thailand or maybe even Taiwan like someone else mentioned earlier in the thread. finally made it enough for that golden visa... might look into it.
