Unlike in Europe, in the United States they don't declare old bills obsolete when new designs are released, so even a drastic redesign like this would circulate along with old bills. They released redesigned bills during the 2000's, but never took out the old ones, and before that they didn't take out the OLD old ones when they replaced them with the 90's ones that are the most famous design (pic related). In fact, they never redesigned the $1 bill as part of the last two redesigns, so at any time you have at least two styles of dollar bills in circulation since the $1 was never updated.
