It's not a trade. There might be trades around lower level people, but the people at the top exclusively hold dirt and don't incriminate themselves. People who are already being blackmailed will tempt people who they need on their payroll with things that could get them in trouble at the command of the people at the top. Once you're on camera sniffing lines and feeling up a 15 year old you'll pretty much do what you're told. I'd wager there isn't a single person in high level politics that doesn't have something held over their head.
