You'll be scammed if you buy from a brick and mortar dealer. Those businesses have to pay an enormous amount in overhead costs to cover the rent, utilities, salaries, insurance, etc.
They make up for it by overcharging their customers. Go to FindBullionPrices.com and buy it online. Just stay away from eBay and Amazon, they're infamous for selling fakes.

The "rarity" of punched rounds means absolutely nothing. It's artificial scarcity if companies can punch out as many silver rounds as they want.

Unless he was referring to numismatics (coin collecting) which is another time wasting scam that should not be referred to as an "investment".
