A lot of conspiratorial paranoia around coronavirus revolves around forced identification, through RFID or whatever. Being tagged and logged in the system against your will is a sign of a truly dystopian future.
But we're already "in the system" through social security etc, so this is really just a step in a progression rather than an unprecedented change. And if you look at smart phones you can often get people to hand over their own privacy as long as it's packaged as a convenience, no coercion required.
When I look ahead to the "smart contract future" of the late 2020s, personally identified participants seems like a core requirement. For example, you can participate in a decentralised lending pool, as either lender or borrower, because you are personally identified within that system and any default or malfeasance can be pinned to you.

So my prediction is that people will willingly adopt a government issued digital ID in order to access the benefits of a smart contract powered ecosystem of services that will be seen as as fundamental to modern life as a cell phone is now. No vaccines or government sneaking will be required. People will want to be auto-payed hourly into their bank account, they will want their taxes and bills paid automatically, they will want to participate in lending pools at the click of a button. And all of this will be accessible by adopting a digital ID that identifies them as a participant in any smart contract powered transaction.
