lower nicotine levels in cigs will increase the amount smokers need to get the same baseline nicotine levels, this will help people who smoke socially, and who sell them, but it bad for regular smokers in every way

your logic is similar to the logic used to raise sin taxes, which dont decrease smoking levels, they just make regular smokers even more poor
