It is top tier. It's been fudded massively partly because the original team made wild claims about the TPS and partnerships. Andre basically got rid of them and replaced them with a team that consistently delivers.

I also think it'll moon eventually. The release of the DeFi stack will mark a new stage of this project.

The first mentioned TPS by the scammy original Korean team was never true. Andre called them out publicly for that in an interview. Most of that team is gone. The current CTO is the guy who published many of the research papers with Andre on the consensus model.

The main thing limiting the TPS right now is the EVM, not the consensus method, but choosing the EVM was a matter of practicality since they are building a DeFi platform and they want to get developers who are already familiar with the EVM. I'm not sure if they will succeed in making a faster version of the EVM but they understand it well (for example this paper is by Fantom's academic collaborators: https://arxiv.org/pdf/1910.11143.pdf).).
