What the fuck are you talking about? The only entity that owns a large amount of XLM (>2%) is the SDF. Which is mandated by law for disperse it to individuals, partners and devs. This is nothing like XRP, whose board members hold double digits percentages of the coin.

The network is extremely decentralized. As anyone could run a node. You have to have a good reputation, but the costs are extremely low.
