If a bad tactic has even a 0.001% chance of moving the needle by 0.001% they'll try it because the tiny chance to get that tiny movement represents billions of dollars in return for the effort. Kind of like how a wacky waving inflatable arm flailing tube man doesn't really help you sell cars, but if even one person decides to shop for a car today instead of tomorrow and right here instead of down the street then it pays for itself a thousand times over.
