Because the censorship is designed to be as invisible as possible. Whenever the users find out about stuff being censored, they tend to get very angry, so they remove stuff quietly. Shadowbanning is used so people don't know they are banned and can't complain about it. Posts are deleted silently, 99.9% of people have no idea their comment or post was actually removed by the moderators.

The big technology subreddit banned posts about Tesla. It took people SIX MONTHS to figure it out, and all the Tesla fans got super angry and caused a huge drama. But they didn't know about it for so long because all the moderation is invisible. The posts just silently disappear.

Also a ton of it is automated with word filter bots (they only noticed the tesla thing because someone mispelled the word as "telsa" and it got through the filter.) If someone tries to start a campaign complaining about the mods, or start a competing subreddit, the first thing they do is word filter all posts about the new subreddit or all posts talking about the mods. The users are silently shadow banned and no one knows.
