the miners were not making development decisions on BTC because core was busy kicking people with different ideas out.

Do you remember the NY agreement? That was the miners saying, listen, we understand that core wants segwit, you understand we want blocksize increase. Let's compromise.

Miners have every incentive to serve users and mine the most profitable chain.

Blockstream has every incentive to make on-chain transactions difficult to force people into using Liquid sidechain.
