No. They make oil extremely cheaply, while USA and Canada doesn't. Those tar sand and shale companies are only properly profitable above $50.
If they can hammer the price back down to $40, they will again drive those out of business, while still selling a shitton of oil.
Also keep in mind that they are not exactly friends with russia currently (see last years OPEC+ meeting), and Russia wants to up production.
Texas is also getting back online.
