The point would be to keep the laptop class from driving where its unnecessary. Cities are only becoming more and more densely packed. We can't continue under the same ruleset as before. Cities need stricter transportation law. Blue collar folk, those with disabilities, and those that work in emergency fields should be allowed to drive, but anyone else should be barred 5 miles from the city center to reduce congestion.

You go cap in hand when you get your license. You'll go cap in hand when you need access to the city center.
