He was talking about minting for USTN.

This is about the 4 million Alex found after talking to Do Kwon. He wants to set up a council of 9 members to vet all future proposals for $60k+ a year. There are legal risks of taking the money so some of them are backing out of the deal.

His plan is basically the quantum burn meme where he burns 4 million worth and then mints 4 million worths to get the high council paid and avoiding legal loopholes while simultaneously not affecting the price.
