There is local resistance to the project and many more reviews it has to go through that will take years. Any one of them can be a setback. Still swing city until oil hits $60/barrel. Might be possible by December barring more fuck ups from OPEC. Hurricanes are actually good for oil right now. Better to play the contracts or if you are REALLY commited to being a memelord about oil, now is probably a good time to buy leaps.

The entire part of QE is to POOMP through a deflationary part of a business cycle because previous QE makes it that much worse if its allowed to follow. So if you believe the Fed actually has clothes, than we are "right back" in February and energy is trash because its not a large or mega cap and OPEC fucked up everything in March.
If you think the Fed DOESN'T have any clothes, than deflation is a comin' and the first major plays are banks and energy because the first benefits from margin rates and the second has "captive consumer bases" (especially utilities).

This is one of the biggest non-TSLA related whales I've seen in weeks.
