So I was looking at some plots of land a half hour away from Houston, Texas and it occured to me that im pretty sure theres no laws against putting a RV on the land.

Can anyone confirm or deny this?

Buying plots of land and not having an address seems strange but if you start building you can register an address. Im from Massachusetts and everything is at least 5x cheaper down here.
