I guess you can explain that by saying there is a different version of social contract. At least in mainland China.
All form of protests or unrest against the government, no matter how good their intention might be, can be seen as a challenge against the state's monopoly on power and thus shall be eliminated. The government's role is to suppress anything that threaten the society, so that citizen can also live their life in the society, as long as citizens does not threaten the government. From this perspective, China is rather similar to Ancap, where the government function like a company with its own police and court and rule and military to maintain the social order, and the people are allowed to live in the society as long as they didn't interfere with the interest of the company known as the government.
