If I were in charge of El Salvador I would do the following:

*Continue to crack down on gangs
*Introduce the planned citizenship by investment to help local businesses, hotel and realestate, and the banking sector
*Make Bitcoin City green, not a paved masonic distopia
*Entice popular hotel brands to build in Bitcoin beach
*Closer economic ties with the east and middle east
*Run the entire country on top of Candle Chain. Make the government run multiple validator/staking nodes. Since transactions are free, have two second finality, and the chain can handle 80k TPS and is suitable for transactions within the country for Digital IDs, contracts and certificates. If they still want to use Bitcoin they can use wrapped Bitcoin on CNDL. Instead of taxing the public, use mining revenue and POS Candle Chain rewards to pay for development and government costs.
