You have to fill out one W-8Ben form when you open your account. Usually this is done automatically. DeGiro will just ask and fill it out for you actually. If not it takes like 2 minutes and its a one time "Please no tax forever. K Bye" thing you have to send by email. No mail or anything required.

As a non-US citizen you will not get taxed in the US. Except 15% divvies, which you can 100% deduce from the German divvy tax.
