Not technically in the EU, but the UK has those kind of laws. And it looks like companies based in the UK also must abide by those laws even when selling to outsiders. For example, look at the FAQ stuff posted on chards and bullionbypost.
And it's a bit comical from my pov, because it says they might sometimes request documents co-signed by "persons of authority", including not only notaries (the one I'd expect for legally-binding documents), but optionally doctors, policemen, and even schoolteachers. So just write any old thing and have it signed by any kindergarten teacher, and Bob's your uncle.
