No they're not. Remember graphene? Carbon nanotubes? They have such amazing properties, and yet they're still nowhere because they still can't figure out even after 15 years how to make it in sufficient quantity and especially at the right quality. Now the paper that OP linked discusses that for the copper atoms to be deposited into the right place is going to be forever extremely difficult and expensive because they need to be in high-binding sites, meaning that in order to get high quality material, you need to place with atomic precision each copper atom in the exact spot where binding forces are the most extreme and unforgiving.
