Xvis is the global arm of all things secret in my understanding. Personally I believe they extend outside our local timeframe, some sort of inter-time communication group that is sort of like Xcom as they deal largely with the problems of predator species that threaten humanity as well as structure and experiment with civilization. They may already exist or eill exist in the future, it is not clear however.
Their job is largely being a think tank however, taking in information and deciding where the adjust the course of civilization from that information. A lot of their resources go to research into dream state exploration as well, how to exchange information via dream states, precognitive dreaming, and how to control out of body information flows. The alien part is focused largely on nonterrestial probes that enter our solar system, they believe the probes have religious history and are what early humans considered angels but really are autonomous drones for a more advanced civilization. Their is nothing clearly talking about what xvis actually is from what I've read, but it is all of these things from my understanding. T
