but you're missing a couple extra axioms or logical steps here;
a put on TUR implies that you think the value of it's underlying holdings (which you can look up here: https://www.ishares.com/us/products/239689/ishares-msci-turkey-etf)) will decline by a certain amount, greater than the implied drop based on the premium of the contract.
Just because Erdogan and the Lira are a bit unstable doesn't mean that the value of the ticker symbols of these Turkish stocks will decline enough to make you money on your put.
You aren't shorting the Lira or Turkish bonds, you are buying a contract that requires prices of Turkish companies to fall. But they have already fallen. And you need them to fall, probably quite a bit in a limited amount of time, to satisfy your put. But these companies are all cheap already and still earning money.Do you really expect them to fall from a basket P/E of 6.5 to under 6? or a significant earnings decline with same P/E?

What is the Exp date, strike price, and cost?

very recently, if you talk about high-energy physics stuff, yes. But back to the biotech you were demonizing: no. Advancements in materials, communication, computation etc. are all coming from private R&D. if you limit 'scientific advancement' to 'running questionably useful particle accelerator tests at CERN or RHIC', then yes.
If you think about launching rockets more efficiently, the government had decades to do that. Well guess who is doing it.

again, the great thing about the free market is choice. You can choose what to buy. I haven't bought a new cell phone or TV in almost a decade. I haven't had anything go planned obsolescence on me. But it's all base on the choices I make when I buy things :)
