In the case of VW, the spike to 1000 happened the day after Porsche announced they have secretly bought up 70% off all VW shares. The "capitulation" was probably due to the fact that this occurred right in the middle of the 2008 financial crisis where all shares were capitulating.

Pic related is when Martin Schkreli caused a short squeeze in KBIO shares, he also secretly bought up over 70% of the shares. There was no capitulation.
