Maybe, I was reading about how e-liquid companies get their nicotine to make the juice. They're all dependent on tobacco growers to get their nicotine. The 16-21 demographic are going to go in on nicotine salts, highly concentrated nicotine extract that makes small clouds but extremely potent vapor.
