Really, I think you shouldn't be allowed to have kids unless you have above average IQ (or it can be some benchmark being met i.e. being able to score in a range that deems you as "smart" aka most of society could eventually reach that benchmark).
Think about it. No more neets. No more ghetto people. A more efficient society. As of now, about 90% of the human race doesn't belong, yet you all have kids anyways despite not being the best of the best. Why?
