WHY the fuck is Samsung so grossly undervalued?

They
- are a big tech company (market capitalization close to Microsoft and Apple)
- having earnings per share expected to grow steaply (20-30% next year)
- dividend yield above 3%
- payout ratio below 50%
- payout ratio expected to be below 40% next year (but EPS still rising)
- diversified product portfolio
- literally too big to fail
but unlike literally EVERYONE else, they didn't reach +90% of their ATH again yet?

Isn't this an obvious buy? What am I missing here?
