It's clear they put out the date of the whitepaper release before they even wrote one or had any concept of what was going to be in it, as it got nearer to the time of the release somebody just copy + pasted the Pivx whitepaper thinking that will do. On the 25th all you are going to get is an ERC20 IOU.
