Why? Cash is private. For most of human existence money is a private means of wealth transfer. Within the history of our modern civilisation it's been only a very short time since governments and other institutions have had the ability to track financial movements in absolute granularity. It would be irresponsible to imagine that a future without this possibility is possible. In the real world there are people who really care about fundamental human rights.
