Silver Britannias go down to 1/10 oz, but I think those have horrible premiums.
Silver Libertads have fractionals too, but the premiums on those are even worse.
The only time I've gotten Fractional Bullion close to spot was when I bought Silver casino tokens, the pre-2005 ones have 0.6 ozt. in a $10 token. Not the best, but it's the cheapest pure fractional I've found and due to the brass ring, it's pretty much immune to being clipped.

There are a lot of ways to get Silver at spot, but few come without some sort of catch.
I've gotten Silver for below spot from people on Ebay who didn't know what they had. Unfortunately that was foreign junk silver, which is low purity and somewhat difficult to resell.
If you buy the less popular items from coin shops (such as Silver Casino tokens) you can usually buy them for spot also if you have a good relationship with the dealer.
I think you can get silver shot for spot from a lot of dealers or refiners, but you'll have to spend money making it into bars.

I have a few bimetallic casino tokens.
I sort of like bimetallic Silver coins (actual coins like Mexico used to make) because there is absolutely no way anyone will shave off the edges, but it seems to be difficult to make a design that works well with the two different metals.
