DXY is the US Dollar compared to other currencies, basically exchange rates. It's weighted more heavily depending on which currency it is, I believe the EURO has the most influence on the DXY.

If the DXY goes up, generally people selling assets denominated in USD, increasing the demand for USD. If DXY goes down, generally USD is being used to buy assets and therefore less demand for USD, making the index go down.
