To keep the only competition to their fiat system in check. The infinite fiat system is far more lucrative to them than the potential gains from selling off a finite stash of commodities. They don't have to sell off actual physical to dip the price, they use paper metal like fractional reserve to kill any upward movement. If the day ever comes that the currency is beyond saving, they'll initiate a switch to metal backing and be positioned to win (again).
