ETH's low prices probably wouldn't be a reason for BAT to soar, but it's an interesting thought exercise.
Also, your thought process is flawed. ETH "CRASHING" would only drive gas prices up as more people sell it, lol.
Anyways, only buying rn. Idc if it can get to 0.30 cents, and I'm not going to wait for such a nice price to start buying more.

When you only consider payment, then sure, you could certainly just pay users with ETH, right?
However, having their own token, which is highly correlated to their performance as a business, puts more pressure on the Brave team to perform and outperform their previous selves in order to maintain the value of the token. In other words, ETH will always have its own value, and it may always be relatively high. But BAT will only have value if the infrastructure is there to support it.
I'm also confused by this statement:

This only strengthens the previous argument. The team has not only a duty, but an obvious need to build impressive infrastructure around their token and maintain it in order to appease what are essentially shareholders. Remember that the Brave team gives 70% of ad revenue to users, so users are supposed to benefit the most from this anyways.
While they certainly could dump, dumping BAT onto users would only be useful if they believed BAT was overvalued and that the price would go down.
btw BAT token distribution is as follows:

Continuing on the dumping topic, given that this is an ERC-20 token, savvy users can easily use etherscan to find out these dealings behind the scenes if need be. That is, ofc, if Brave has some need to not announce such things publicly. Allow me to remind you that Brave is still an advertising business, and bad press could be bad for all those partnerships who advertise on the Brave platform.
BAT gets its value from people believing that it has a use case. It's pretty obviously essential in many ways that BAT needs to be its own unique token.
